Yes , they all work the same in the end. But I'd would like to run it on win7 as a silent installer by right clicking the .ini file and selecting install.

WPI already has inf install, just remove "I386" from SourceDisksNames:

[SourceDisksNames.x86]
1="Windows CD/DVD-Rom","CCleaner.cab",,"i386"

I assume this is to install on a x86 machine, for x64 you have to do some other stuff that is not worth it...in that case it would be best to use the slim installer with ccleaner.ini and winapp2.ini in the default folder

If I remove all of the "lang-xxxx.dll's" except for this one "Spanish (Traditional)1034 (&H40A)", would it force to install Ccleaner in Spanish whatever the locale ID is on the machine being installed without any errors?

If you want to force install in spanish on all languages copy what is under [Strings.0C0A] and put it under [Strings], now you can delete all the [Strings.XXXX] sections and language dll's from the INF
