WinToolkit can customize boot.wim and install.wim files, but not winpe.wim file:

IE_SUPPORT_x86_fr-FR.CAB can't be integrated, and it is not on my batch file!

I keep the order of integration for IE10 extracted files like there was installed on my computer with IE10-Windows6.1-x86-fr-fr.exe launched !
*Note: If an error occured you may need to use a clean image Windows 7 !

1 - You can use custom.msp or config.xml for silent install !
2 - Try to don't add space inside:
