[WinToolkit version 1.7.0.8 / 1.7.0.9]

how do i download 1.7.0.8 every link is dead that i can find the only version i can find is 1.7.0.0

download links are all dead whats going on !!!!!!

Ive noticed this above file appear in my sources dir and looks like its been created by wintoolkit. Is this correct and if so can it be used to install other programs like steam, origin etc.... ive had a play around but cant figure it out any help would be nice.
