Win Toolkit Crashes on Windows Server 2008 R2

I've tried to run Win Toolkit on Windows Server 2008 R2 however it just crashes on startup. Not sure if this is a known issue or if there is something extra that needs to be be done but either way I'm just looking for a solution.

    Configure browser push notifications
    Chrome (Android)
    1. Tap the lock icon next to the address bar.
    2. Tap Permissions → Notifications.
    3. Adjust your preference.
    Chrome (Desktop)
    1. Click the padlock icon in the address bar.
    2. Select Site settings.
    3. Find Notifications and adjust your preference.
