Getting Non-System disk error trying to install WIN 7

I created an iso file of WIN7 with Win Tool Kit, then burned the image to a DVD.  When I try to install this on a new, clean PC that has been wiped, I get "Non-System disk or disk error, replace and strike any key when ready."  When I put the DVD on a PC that already has a OS up and running, the PC recognizes the disk and starts the installation process.  So I'm trying to figure out why I can't boot up from this DVD.  Any thoughts?
