One of my users asked me for help regarding Windows Movie Maker that is part of Windows Live Essentials package.
He was unable to install the Movie Maker on couple of Windows 7 machines. He tried to download the Windows Live Essentials package again but he was receiving the same error all over again.
Error writing to file: C:\Config.Msi\82a1b32.rbf
Verify that you have access to that directory
First of all, to be able to install or uninstall Windows Live Software, you have to be logged on as an Administrator.
In his case the problem was that he was missing some of the required Windows 7 components that are required to run Windows Live Essentials / Movie Maker.
Movie Maker requires some components of DirectX9, so the problem was fixed after reinstalling DirectX.
If DirectX won’t help you, please do the following:
Run msconfig and disable all non-Microsoft Services and Start-Up items and reboot the system. Try to run the Windows Live Essentials installation package again. If you don’t experience any more problems, then you have a third party compatibility issue.
Add the Everyone group Modify permissions to the Temp folder.
Hit Windows ORB | Type %temp% and choose the TEMP folder that will appear in the list
In the Address bar click the Local folder or just navigate to: C:\Users\%username%\AppData\Local (where %username% is your username)
Right click on the Temp folder and choose properties | On the Security tab check that your user has at least Modify permissions. If not, grant yourself Full Control permissions or add the Everyone group to the ACL and grant Full Control permissions to that group.
Try to run the installer again.
You can also try to re-register msiexec by opening the command prompt and type the following commands:
msiexec /unreg
msiexec /regserver
