I HAVE OPEN SMSS.EX_ In pe explorer, resource tuner but he is not open error getting

Run form a cmd prompt the following
Expand -r smss.exe_
Make your changes with PE Explorer.
THEN
You MUST modifype and makecab on it afterwards.
