  1. .net 3.5.1 and 4.6 are not related, 3.5.1 (a.k.a. .net framework 2.0+3.0+3.5) are a part of the operating system and uses MSU updates

  11. Until Microsoft comes out with a hotfix rollup AIO installer (like they did with 4.5.x) I think this version number will not change, because its the same installer with the 4 updates integrated
