I have tried on english system with LS_Update_1.18.27.10_.exe /L 1031 but I CANNOT get the German MST. But you can if you use Universal Extractor on the LS_Update_1.18.27.10_.exe with the "InstallShield /b switch" option on German system you will get the 1031.MST that you can apply with MsiTran.exe

To localize your MSI use this command

MsiTran.exe -a 1031.MST LS_Update_1.18.27.10.msi
