If you really need the romanian version, you can try downloading It from archive.org, but you won't download those ISOs directly from Microsoft's servers.

Why is that so important to you?

Just download the english version of windows 7, install it, and then download the language pack that you want.

It kinda adds up, if you want to archive all of them on your hard drive.
