Hi and welcome to the forums.

I presume you're an administrator on that PC, otherwise you wouldn't ask this question, since there would be a logical answer to your question.

Do this:

Use the Group policy editor.

%windir%\system32\gpedit.msc

User Config\Admin Templates\System\Prevent Access To registry Editing Tools=

"Not Configured".

Please tell me if you're using some third party tweaking tools like TweakUI if suggested doesn't work.

    Configure browser push notifications
    Chrome (Android)
    1. Tap the lock icon next to the address bar.
    2. Tap Permissions → Notifications.
    3. Adjust your preference.
    Chrome (Desktop)
    1. Click the padlock icon in the address bar.
    2. Select Site settings.
    3. Find Notifications and adjust your preference.
