    I think this is a bug in Windows 7. I am experiencing this on several of mine Windows 7 machines (work, home, etc). The only way to solve this is to configure it as you wish. Once you resize it as you like, it won't go smaller again. At least, I didn't have this issue again.

Configure browser push notifications
Chrome (Android)
  1. Tap the lock icon next to the address bar.
  2. Tap Permissions → Notifications.
  3. Adjust your preference.
Chrome (Desktop)
  1. Click the padlock icon in the address bar.
  2. Select Site settings.
  3. Find Notifications and adjust your preference.
