i tested the addon on non-english image, and installation completed fine

для  TH2 \ RS1 \ RS2 \ RS3
blue folders 2017 (уменьшена насыщенность синего цвета папок)
          
res файл с патчером.
извлечь на C:\  
в папке work запустить файл Distributive.
потом запустится icon-cache-cleaner.
сам собирал именно под десятку.

About the security update KB3136000
i verified that the update doesn't provide anything what's don't exist in the hotfix rollup
meaning, all the files have the same version as hotfix
WU just want that update installed
therefore, i'm not going to build a new addon
it' your choice to install KB3136000 from WU, or just hide it
