I wanted to ask whether will be able to download Windows 7 Ultimate with the Ukrainian language pack? If so, when?

You didn't understand me. I meant Windows, which already has the Ukrainian language as a system.

I suggest you read this: 

You know why it can't generate links for most languages, don't you? The text being black does not mean it doesn't work, if there are no links for other languages generated, it will likely to work.

The situation will improve soon. I'm awaiting several more Win 7 keys from eBay, which will be added some time next week.

You can also download a different Win 7 edition in Ukrainian, and then unlock it for Ultimate with the ISO Tools (orange icon).

I'm working hard to get more licenses to be able to provide more languages…

Best advice as of now would be to keep trying. At some point, Ukrainian will be available.
