Which ISO should I use to repair, and/or do a repair-install?

Hi Bob, I've never done much with DISM, so I can I can only tell you what I suspect would be the case. I don't think that the 2004 DISM will work with the 20H2 ISO. However, it will definitely work with the 2004 ISO. Now 21H1 is about to be released, and I think that could trigger another forced upgrade for old releases. If I remember right, these releases have a life span of 1.5 years, meaning, you can only use 2004 for another couple of months before the next forced upgrade is due. Therefore, it could be better to upgrade straight to 20H2, which will last 6 more months until early 2022. Let me answer both your post in one reply since they're connected. You don't need an active internet connection to do a repair upgrade. Just make sure the connection is offline before you start setup. In my experience, repair upgrades fix almost any issue with the Windows installation. And it's not over yet. After two years, my lawyer has finally made some progress on my data subject request, so let's wait and see what personal data Amazon has collected about me over the years. That's not a bug. The two files seem identical but have different product IDs, so I decided to keep both in the list, in case one of them should disappear without prior announcement from Microsoft. -
I've never been able to replicate that freezing bug, but every time I got feedback from users about the root cause, it was some third party "security" software that has made some changes to the system. There are two download links because Microsoft provides both of them. Should MS remove one of them in the future, then there's still the second one as a backup. That's why I'm including both.

Just give it a complete rest of 24 hours. It's not my fault that MS has blocked you.

Blocked by Microsoft for downloading too much. This is usually lifted after 24 hours. Most builds are identical. There are only 4 or 5 different ones for all Dell models.

It's an automated process. When you try to download, it creates a request. These requests are processed on a first-come first-served basis. There will be no difficulty getting this particular download once the requests for the various Windows 7 edition can no longer be fulfilled (probably by the end of the day). Office 2010 is always less requested, and therefore mostly served after Win 7 is all done. (If you don't want to wait that long, you can already grab the Office 2010 Home and Business download. As far as I know, it also accepts keys for the Professional edition.)

@Yaron The links are generated on a first-come first-served basis. I just checked the logs to find out when the Hebrew version usually unlocks, but sad to say, it hasn't managed to unlock for more than a year now. Competition to grab Windows 7 in one of the rarely requested languages is quite high. The best chance to get your download really is to try as often as possible, starting March 1, until no more links can be generated (usually around the 3rd or 4th day of the month). Also try the other Windows 7 editions (Home, Ultimate, COEM). You can easily convert the disc to Win 7 Pro. Alternatively, if you don't mind the Dell branding, you can download a multi-lingual Dell disc. There is no restriction on those downloads, and they work on all PC brands.

I've never tried making a bootable USB drive from the August 2018 refresh files. But you could try doing that with Rufus. In my experience that's the best tool to create bootable Windows media. If the August 2018 refresh file still doesn't work, you could try one of the newer Dell images. They work on other devices too.
