I Agree with NIM.
Using Windows 10 LTSC would also help, because it is much less bloated. You could probably achieve something similar with some debloating scripts/applications in Windows 10 consumer edition; I've stumbled upon this yesterday: https://forums.mydigitallife.net/threads/slimdown10-–-turn-windows-10-22h2-into-classic-legacy-windows.86552/

Office 2007 is not supported on Windows 10, at least not officially.

Why not using LTSC 2021 (21H2), or at least 2019 (1809) ?

Yes, you can make an "universal" image by removing ei.cfg, it will then propose you the choice of the edition at the installation.
Here you can download French version of Windows 7: https://www.malekal.com/telecharger-iso-de-windows-7/#Windows_7_Edition_Integrale_x64
Then, you can use Simplix to update it with the latest KB: https://www.wincert.net/forum/topic/13434-simplix-update-pack-pour-windows-7-server-2008r2/
But be warned that Windows 7 is old now, you should move to Windows 10. The upgrade should be free from Windows 7.

SumatraPDF is still working great, lightweight and fast. It can also read cbr, cbz, epub, and many other formats.
Only caveats: it's only a reader, not an editor.
