did you see what features it provide?but if anyone want to try:
- install .NET 4.8.0 on Windows 7
- install .NET 4.8.1 on Windows 10 build 19041
- copy and replace these folders from W10 to offline W7
\Windows\Microsoft.NET\assembly \Windows\Microsoft.NET\Framework\v4.0.30319 \Windows\Microsoft.NET\Framework64\v4.0.30319 -

yes, the addon only install (add) new version, and it's ment for fresh new installation
it will overwrite the runtimes files from previous versions, but the registry keys are different per version -

Well, the installer is more elegant, yet the addon is good enough
as for XAudio2_9redist.dll, you can add it manually to system folders, it does not need any registry keys
x86: add x86 file to system32
x64: add x64 file to system32, and x86 file to syswow64 -
