Yeah that screen is normal on first run, but i suppose there is a tweak which will disable it.

[HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Main]

"DisableFirstRunCustomize"=dword:00000001

"Check_Associations"="no" {This will be useful if you use other browsers and doesn't want Internet explorer to check whether it is default or not}
