I don't think so. There's no package out there that can be conveniently integrated into windows 7 via dism(similar to windows 10/8). To my knowledge, netfx 4.8 for windows 7 exists only as an .exe package which is to only be used on live systems.

Just wanna update you @shhnedo that I succesfully integrated dotnet via conversion/manual integration pack with the guidance of @abbodi1406.

@rulman You don't use any commands. The instructions clearly say the addons need to be placed in the same folder as the updatepack7r2.exe.
